Made a throwaway account for obvious reasons.

Recently joined a regulatory consultancy and it has been made apparent that promotions and bonuses have been bottlenecked. Management introduced retrospective rules for utilisation targets that undercut people on track for promotion and the chance of bonuses. This seems to have disproportionately affected people joining at the lower to mid levels. It appears people are obviously annoyed and are beginning to trickle out. 9 people (out of a team of ~60) will have left within 8 months.

Any advice on what is best to do here? Is there a way to upskill quicker (sit the RAC?)?
