What are the missing Boon & Blessing? I've done every quest and have no more NPCs to talk to.

Is there a way to get the Angel Slime Hat in Dragon Quest X Offline? I've seen videos and posts saying its available in the first town you start from after being reincarnated by speaking to the NPC that's wearing it. I can't see to find that NPC, unless its a time gated event 🥲
