If you recall in one episode they wonder which pk academy psychic is the weakest. So, who's stronger?

My thoughts:

Aira is definitely stronger. She has the ability to track down anyone and anything even if she hasn't seen it before, Saiki even mentions he can't do this and she is far from useless. She can also read auras and accurately pinpoint anyone's nautre, and she makes money off of it.

Toritsuka's abilites are limited to seeing and communicating with ghosts and there's always a possibility the ghost could deny his request. He can ask ghosts to posess him but this often causes him more trouble and there's never a gurentee the ghosts would behave.

So in my opinion, Aira is stronger and more useful.
