Why are UK truckers not unionised like train drivers?

As the minimum wage increases and the pay for trucker's remains static one would assume that truck drivers would be bargaining for additional pay, especially given that haulage is one of the most important sectors of the economy, like coal miners were back in the day and teachers and rail workers are today, I understand that there are lots of small companies operating in the sector but you don't even see drivers in big haulage firms ever threatening industrial action, and I expect most aren't even a member of a union. Make it make sense.
