How to keep kids out of your space?

Hi all, we just moved into a townhouse with our three kids a couple of weeks ago and we've encountered some issues that my husband and I need some guidance on - there's four kids, not sure of their relation to each other but they're all 7-8 and there's a little boy whose 2. The older three run around the entire complex with no parent around and they've admitted to looking in our windows watching my 5 year old play Minecraft. Also, a few days after we moved in, my kids and I came home to all of their toys scattered around the front yards with trash everywhere and when my 3 year old yelled, "is that my car!?" They all ran off in a different direction leaving us to gather their things and put them back where they go. We have also caught them looking in our windows after they admitted to doing it and I told them to stop, asked where their parents are and got "i don't know" as a response. They've taken my kids stuff off of our patio and taken it in between two of the townhouses so we can't tell which one they live in and they never have a parent in sight so we can't even confront their parents about the lack of boundaries. Tonight, we had our back door open because its nice and we were in and out and their two year old just walked right into our house. Again, with no parent in sight. Does anyone have any advice on how to handle this? I keep looking to see what house they go to or even just looking for an adult and I haven't seen anything so far but them looking in our windows and taking our kids things after being told to stop is not okay.
