Can Arcane trickster be good?

I've been crafting this ice build for arcane trickster rogue, here's what I got so far.

First we want to apply chilled on the enemy, from which we can use water to freeze them. This makes them vulnerable to force bludgeoning and thunder damage, which we will abuse. the ne'er misser is a hand crossbow dealing force damage, so we can stack both sharpshooter and sneak attack on for massive damage.

The permanent mage hand is great for throwing water and other consumables. The sources of chilled all have a con save dc of about 12 until act 3, so we use bleed to give disadvantage on said saving throw. Booming blade and he Mourning Frost can apply chilled reliable with bleed, so we have the mage hand throw a spike bulb, hit with a mourning frost booming blade for chilled, then freeze with water. I haven't figured out if its better for a 2 lvl dip into spore druid for a reaction spores to pop the bottle or wait a turn to throw water(lmk your thoughts here), but then its just a sneak attack on frozen target, on a good roll its about 60 damage(100+ crits). then repeat on the next turn.

What are your thoughts? is there a less complicated way to proc frozen, or maybe a better way to reliable do it all in one turn? (switching classes it out of the question, although that would help.

Alternatively I have thought of just making it a ranged build using ice arrows, off hand attacking with ne'er misser.
