Growing out of cat’s water fountain

I usually clean the water fountain every 2-3 weeks and there is typically some algae, but this is completely different. It’s been less than two weeks since I’ve cleaned it last. The stems are growing out of the filter. They are about two inches long. I’m in Columbus, Ohio
