CA proposed bill about EV Charging in multi-family housing

This proposed bill allows developers to ignore rules about EV charging in low cost housing developments. California adopted rules that requires all new housing to be EV ready. This bill allows developers to ignore that for low cost housing.
Installing electrical capacity and conduit during initial construction is relatively inexpensive -estimated at $1500 per unit. Retrofitting an existing apartment complex later can cost many times more — often close to ten times as much. And affordable housing is often built with public funding. That means taxpayers ultimately absorb any future retrofit costs.
Amortizing that $1500 saved at the time of construction over 30 years and 6% effectively equates to about $9 a month increase in the rent that a tenant would pay. Yet reasonable estimates of the cost of gas and electricity and how that translates to miles and 12k miles per year equates to about $200 per month for gas compared to $65 for electricity.
Developers are fighting for a $10 a month savings in construction costs so they can pass on a $135 cost to the tenant.
