What is classed as 'reasonable' admin fee.

Not asking for legal advice, just what is classed as being 'reasonable' and looking for others experiences!

Got a PCN in a hospital car park (I am staff at said hospital) for not paying for my parking. I parked at 7:30 and tried to pay via the idiotic SABA app that wouldn't let me pay. Screenshot it on my phone. Tried to call couldn't get through, had to start work.

By the times I actually got through to someone, I was told it didn't matter as I already had a PCN. And thay there was no point appealing as id broke the ts & cs by leaving the vehicle.

I called later that night and was told its fine they would wavier the ticket. Then I had a letter because I didn't pay. £80 is now £110. Disputed it with the car park, which took 3 weeks to 'investigate' and decided that i had to pay anyway. Fine, I give up

Except now, it's £150! They've added a further admin fee of £70, nearly as much as the ticket! I can't appeal now, and it says the next step would be court;

I can't afford that. All because the app didn't work even though I called, emailed, and screenshot the app not working, and there is no other payment method!

Is there anything I can do? Surely £70 isn't reasonable for an £80 PCN
