Do resumes need to be optimized for ATS or for recruiters first

I keep seeing two completely different approaches when it comes to resumes.

Some people say focus on making it clean and easy for recruiters to read. Others say the priority should be making sure ATS systems can actually parse and rank it correctly.

The problem is both sides seem right in different situations, but they do not always work together.

If you optimize too much for ATS it sometimes starts to feel unnatural to read. If you make it too polished and human focused, it might not even pass the first screening.

It feels like there is a balance that nobody really explains clearly.
