Drawing readers in from the beginning, how long do you let them wait?

I’m revising an opening and trying to figure out whether I’m starting in the right place or just warming up on the page.

The chapter does have tension, but it is more emotional tension than plot movement at first. The protagonist wants something, but the bigger external problem does not really kick in until a few pages later.

For people who have fought with this in revision, what is your test for “this is useful setup” versus “I’m asking the reader to wait too long”?

I’m not looking for a hard rule like “start with action.” More curious about the signs you look for when deciding whether to cut into the scene later, move a reveal earlier, or trust the slower opening.
