Kyoto or Shiga prefecture, moving plan

Hi for everyone who live in Kyoto/Shiga prefecture. I have a job offer in Kyoto, and going to move there this July. I have 2 cats, so a bit of bind over the apartment searching though. Right now I narrowed down to area near Higashino station or Karasaki station.

Con of Higashino (based on Google map), the route to station doesn't feel pedestrian-friendly, just a white line area on the side of the road. Okay if the car traffic is low, but I feel the area doesn't have secluded area to walk your pet.

Con of Karasaki, Kosei line. Based on Claude's conclusion, I will have a very, very bad commute experience in spring/winter because of the wind disruption.

I have other apartments that I'm interested in near Ono station and Seta station, but one is old apartments and the other one is new but most expensive. Also, Kameoka station, in which Claude also say that the line would stop on bad weather days (typhoon? ).

I would love to receive advice/ guidance for a good area to live in. Would love some place a bit closer to nature because my cats need their daily walk.
