The guy in the picture is one of the people in the tuning team and is recently the ones behind the buffs/nerfs of cars. I don't really remember any car from 2019 that was meta aside from the na2, especially in classic Tokyo. But the car is still meta right now on highways, so it's probably not it. Hope it's either the nsx na1/na2 or the 964 next!!

Car drives really well on highway. NSX top speed, gt40 acceleration and handling, but shit brakes. this car can probably 5:41 if you push it hard enough. All in all it has the same pace as the gt40, seeing as both cars have the potential to do 5:41.
