I'm trying to bring a large flower bed in my garden back to life. It had become completely overgrown, so this weekend I cut back all the tall grass and weeds. I expected to reach bare soil, but the grass layer was so thick that I can barely even see the ground underneath.

What's the best next step from here? Should I use a tiller to break everything up, or would it be better to remove the remaining vegetation first? Will I need to add topsoil, or can I work with what's already there?

Any advice from people who have restored neglected flower beds would be greatly appreciated!
