I couldn't find a concrete answer, but I assumed they need some sort of permission. But I have a scene where a hero makes their debut by saving an airplane and landing it on an empty runway at JFK International Airport. Now a person with superpowers would definitely make this the breaking news of the century, so I'm wondering are news helicopters allowed to fly over, or would they temporarily restrict all air traffic around the airport?
