Texture: fuzzy, soft, brittle

My work area is in the Smoky Mountains of western NC

This is annoying me so bad that this will be my first official reddit post. This brown stuff keeps falling down onto my work area from an air vent. I cant figure out if this is mold, old insulation, or something else.

Note: this is also in an old building. Another room in this building has this same issue, but since turning on the AC, I am now seeing this appear in my area for a week. Apparently this was looked at previously and they said it is not hazardous, but I have my doubts.

Does anyone here know by chance if this is mold? I can see about testing it later, but just trying to figure out where to start.
