Damaged Boundary Tree Cut Down

Location: Kansas City, MO.

We had a damaged boundary tree after a storm between us and our neighbors house. Frankly the trees health was not excellent. Part of tree fell into their front yard, though about half of it was still standing. It had also previously lost high limbs after a storm. Shortly after, the property manager had someone out who promptly cut the whole thing down leaving a stump.

Given the health of the tree, an eastern red bud which had previously lost the top of itself in a previous storm. Is it worth perusing a claim? My ideal outcome is simply replanting another tree in the area.

I’m also not sure on the steps of how to proceed if I’d like to file a claim.
