Knightly single combat - eternal stalemate?

I've been perusing the rulebooks ahead of GMing my first session tonight, and I am wondering if I've missed something with the combat rules?
The scenario I imagine is that of two characters each armed with swords and shields, and clad in full plate. They each have 3s in all attributes.
The maximum damage this character can do with a sword swing is 6 (7 on a charge), which fails to wound since with full plate and shield they have resilience 7. A hit will only stagger the opponent, which they can without lasting consequence recover from with a recover action. Even if the opponent was already staggered, from missing their own swing, they can recover both from prone and staggered with the same recover action. Thus, if both characters act smart, noone can ever wound the other in this duel? I don't find anything RAW that the character can do to bypass armour or otherwise increase the damage from their attack.
This is quite a specific example but one, given the PCs and planned campaign, could very well happen! Is there a combat option I'm missing? Anyone attempted any house rules for "called shots" or similar to bypass armour?
