What editing softwares are recommended for high quality? I’ve been alternating between ibis paint, Picsart, and photopea and all three lower my quality so much after resizing. Can anyone guide me on a useful YouTube video or something? All the ones I’ve seen don’t talk about quality preservation or share the editing platform

For example this is what my shirt looks like after resizing to 585x559, but this is what it uploaded as in a template checker (I changed it to 1170x1118)
