What am I missing here? Why is Davis so concerned about an incumbency advantage? It seems that if someone is qualified enough to become interim mayor they’d reasonably want to compete in the next election. There can’t be that many people who are willing to do the job just for a few months, and she’s trying ultimately enforce something unenforceable.
