Fostering in an apartment

Hello! I have just received my foster who is an English Setter from Greece and we think she’s about 6.5 y/o. Has had a litter and believed to be dumped as a stray at some point so lived on the street. She is the sweetest soul but definitely nervous with new people. She is attached to me by the hip most of the time and loves to watch everything I do.

I live in an apartment on the third floor, no elevator just stairs in Chicago (lots of people). The first day she went up and down them, but now she’s hesitant all the sudden. Also I have a court yard that we walk around with not that much traffic other than the people in my building. The other side of the gate into the building is a pretty busy sidewalk.

Im just not sure how to go about it, I think she’s caught on that if we go down the stairs, she might see other humans. I don’t want to keep her inside all day so sometimes I’ll just carry her down so she can try to go potty. But I feel bad. Am I scaring her more by doing this?

Also to add she is NOT food motivated and is still very much in her decompression phase and only has one eye. PSA sorry this post is all over the place.
