Need help with stuck fermentation

Hello everyone,

I need help with my first homebrewed lager/Pilsner. I strictly followed the instructions and brewed 30 liters in my Vevor brewing system, then fermented it at 7°C (45°F) in my fermentation bucket in the fridge. It’s been 3 weeks since I transferred it to the fermentation bucket, and my hydrometer is still showing 4°Plato — at this point, we should ideally be at 2–3°Plato before we can start bottling. An AI suggested this might be a stuck fermentation, meaning the yeast would need to be reactivated. It recommended gently stirring the fermentation bucket and letting it sit at room temperature for a few days. Is this the right approach? Maybe one of you experts can help me out.
