In Italy last year, I was rushing to catch a bus before my flight. Because of how much I was rushing, I didn’t notice that the light had turned red as soon as I got on the pedestrian lane which resulted in a minor collision between me and a motorcyle. Police came, they wrote me a ticket, and gave me a fine for jaywalking which I paid for a couple days later.

Now in the UK tourist visa application form, there’s a section asking if I’ve had a “caution, warning, reprimand, or other out-of-court penalty.”

Does this count and is this something I should declare? If so, will this affect my approval chances?
