I have a small chandelier in my house with 3 GE Reveal clear-glass LED candelabra-socket bulbs. My wife noticed (and I confirmed) that, when turned on at the wall toggle switch, all 3 bulbs are at maybe 70-80% brightness for about 3 seconds, then come to 100% brightness simultaneously. This behavior exhibits whether not any of our heavy loads (like the 3-ton HVAC system) are running.

On a lark, I measured our line voltage and got 116; we normally hover around 120. Everything else seems fine.

Any thoughts?
