how do i use a PEL day?

i have two still and im just wondering how to use them, if i need manager approval or something.

sorry this is my first actual job and i don't really remember if they said anything during my orientation, they probably did but i have a shitty memory. whats a PEL day? and what are personal hours for? do you get paid for vacation hours?
