Water In Basement - Well To House

Just bought our first house and there is a consistent drip coming from this pipe in the basement. This is where the well water comes inside. Through the entire month + of looking at the house / inspection / closing, this has never dripped enough to become a puddle. But with plans of possibly finishing the basement in the future, the goal is to eliminate any possible water getting in. Any ideas on what I need to do to fix this?

As in, should I add additional sealing material to the already foam sealed area? Should I rip all that foam out and put some sort of better seal in its place? Or is there much more to it and I should call someone to come out and look at it and pay to have it professionally done? Thanks in advance!

Window Wells Questions

Just bought our first house. Inspector said there were some stains on the concrete walls of the basement meaning there has been water leaking in, in the past. But everything was dry and still is currently dry. I told him my biggest worry was water flooding the basement, as there is no sump pump and our plan is to eventually finish the basement.

His recommendation was to put covers on the window wells, and then add dirt around the perimeter of the house on a slope leading away from the house. Then to put some sort of water resistant mesh down on top of the dirt, and then layer gravel on that. Does this seem like the correct way to go? And if so, is there anything I should know before attempting this myself? Is there a distance the slope should be leading away from the house? As in, is the slope leading one foot away from the foundation enough? Should it be 2 feet? 3 feet?

The gutters connect to pipes that go underground and lead away from the property. But I am not sure if there is any sort of water drainage other than the gutters, around the foundation. Also considering replacing all the window wells at the same time. As I will not be putting new covers on rusted out metal wells that are already falling apart.
