Ca - SBA deadline past over a month ago. Lemon lawyers dodging me. Is this normal?

Hi. I have a car that’s been in the shop since last July. I contacted a lemon attorney in September and this whole process just seems off. I understand that these cases can take a while by they called me back in November to tell me that I won and the manufacturer will buy back the car. Then they went silent for weeks. No follow up, no responses to my texts or calls. They finally got back and gave me the SBA release docs. Again, went silent for weeks. They finally got back to me at the end of January to say the deals finally signed the docs and they have 60 days to schedule a surrender. Well, the deadline was march 31st. Every time I text or call the lawyers, I get a vague response like “we’re still waiting for the surrender”. I text them almost weekly and rarely get a response. I started calling and when I’m lucky enough to get an answer, they tell me the same excuse that someone was working on my case and got fired and my case got lost but assured me that it’s going to move again. Then I hear nothing for a week or two. Every time I call it’s a different excuse. I ask them to enforce settlement and they highly recommend against it because supposedly they’re working on it. Welp, here we are in may, and still nothing and they still dance around my request to enforce settlement. The case resolved in November and they really don’t advocate for me at all. Is the normal for the lawyers to not do anything especially since we’re well past the deadline of the surrender? Not sure why to do and I don’t think they care.
