Take 12 more credits?

My sGPA dropped to 2.5 in fall 2022 because of an F in chemistry. I finally brought it up to a 3.00 this semester with retakes and extra science courses. Is this a good upward trend? I currently have a 3.0 last 60 credit GPA, but if I take 12 more credits, the F will drop and I'll have around a 3.5. is it still worth to apply or should I wait to take those 12 credits? My last 45 is 3.4, and my cumulative is 3.3. I also have 7000 PCE as a PCT and MA.
