College refusing to return original documents

Hi everyone,

I'm in a difficult situation and would really appreciate some advice from you guys.

I joined **ATME College of Engineering, Mysuru** (VTU affiliated) in 2023 for computer science engineering through management quota. Unfortunately, due to personal reasons i have decided to discontinue engineering.

The problem is that **ATME management** is refusing to return my original documents(10th and 12th marks card) unless I first pay the remaining fees. Without those documents, I can't get admitted to the new college, which means I'm essentially stuck.

I’ve learned from VTU circulars, AICTE directives, UGC notifications, and Karnataka HC orders that retaining student's original certificates is **illegal**, but the college management is still refusing to releasing them.

I have talked to the college management multiple times, but all discussions have failed.

My questions are:

•What be my next move?

•Should I file complaints with AICTE, VTU, or the Karnataka Higher Education Department?

•Would sending a legal notice help before approaching consumer court or the High Court?

•Is there any government authority that can compel the college to return my documents quickly?

I'm worried because admission deadlines are approaching, and I don't want to lose another academic year.

Any advice or experiences would be greatly appreciated.
