Been toying with the idea of making NPC that’s going about causing trouble but no one can touch them as they doing everything by the book, to the extreme.
Now I’m hoping I don’t have to spend hours if not days coming up with every law then how they might go about use said law to cause destruction and pain to everyone about.
My world been a work in progress for years so I have some laws about already but I don’t have a massive book of regulations handy.

Any suggestions would be appreciated
