PO installed a bathtub in on suite bathroom 2nd story/top floor. To install an ill planned drain they cut 1 ft section from floor joist. This particular floor joist is also the closest to a potentially load bearing wall. What is best minimally invasive way to repair this?

It has a lazily built bulkhead but the remaining cut joist is not even nailed or screwed to the bulkhead. Please dont roast me I found it like this...
