Could the Valeyard replace the Emperor of Mankind in Warhammer 40K?
At the end of the Unification Wars, during the 30th Millennium, the Emperor of Mankind is suddenly replaced by the Valeyard from Doctor Who. The Valeyard inherits all of the Emperor’s imperial infrastructure, available resources, armies, and political allies at that moment.
His objective is to conquer the Galaxy, including the Webway, using everything at his disposal. Would he succeed?
Rules:
The Valeyard cannot use Time Lord technology.
The maximum level of technological advancement he can achieve is equivalent to Necron-level technology.
He may attempt to compensate for his lack of psychic power through technological means.
Time travel is forbidden.
The Valeyard can be killed, but he cannot be corrupted by the Chaos Gods.
