Got a Procedural Fairness Letter from IRCC for spousal sponsorship, two concerns raised. Any advice?

Received a PFL with two issues:

1. **Marriage genuineness** — IRCC flagged that our Dubai ceremony had no guests and our Bosnia ceremony had only 9. They're concerned the marriage may not be genuine.

2. **Sponsor residency** — My sponsor is a permanent resident (not citizen) and they say there's insufficient proof he's currently living in Canada.

I have 15 days to respond via the IRCC web form.

Questions:

- What documents helped you most when responding to a PFL about marriage genuineness?

- What's the strongest evidence for proving a sponsor's Canadian residency?

- Worth hiring an immigration lawyer at this point?
