Need advice on CyberCrime Complaint ( please guide me and answer my question)

I filed a UPI fraud complaint for ₹700 (Grievance ID removed) against a person who studies in my class. He returned the money, so I officially withdrew the complaint on the NCRP portal on April 30th. The status currently shows "Complaint Withdraw: Yes".

​Chronology of events:

​May 14: The police called me to ask about the situation. The officer sounded frustrated with the case but did not mention anything about me coming to the station or signing papers to close the file.

​May 15 (Today): The accused (Tushar) called me and insisted I have to go to the station.

​I then called the police station myself. Initially, the officer said I didn't need to come. However, as soon as I mentioned the NOC (No Objection Certificate) for the accused, the officer changed his stance and said both of us must come to the station together and I must bring a legal ID.

​My Questions:

​Since the portal already shows the complaint as withdrawn, why is a physical visit with my ID suddenly mandatory just because an NOC is involved?
