I was watching the episode where Tabitha goes into the lighthouse and I noticed the gears in the lighthouse kind of look similar to music box gears. When Boyd smashed the music box it saved everyone trapped in the cave. Maybe the lighthouse works similarly by trapping people in Fromville and the children. Maybe Tabitha doesn't need to save the children in the tower she needs to save them literally FROM the tower by stopping the gears, and disabling the lighthouse which will set all of them free.
