Separate Setting Testing

I teach resource in a small school with grade levels 1-8 and I have 3-8 taking state test testing this week and about 15 kids who require separate setting. I have students who have finished portions of the test before a lot of their peers because either they don’t care or it’s simply too difficult for them. If they are done, do they still have to come sit in my classroom for separate setting or can they sit in their own classroom and do whatever quiet activity, the teacher has planned for everybody else? Also, I have one student whose parents opted them out. Do they have to come sit in my room for separate setting if they’re not testing?
I don’t have enough chairs and table space to accommodate all 15 kids at the same time. I can use separate rooms, but I don’t always have enough staff every day to have enough adult supervision.
