To be clear, I don't really think this is like, necessarily even intended characterization, it's just really weird to me.
Seriously, what happened to her? I can buy that Kris and Susie maybe made up some lie to explain why all the stuff was missing and why the TV is broken, but... does she really not have any thoughts on the fact that nobody ever showed up? Are we supposed to believe Napstablook showed up offscreen? Why doesn't Napstablook mention this? Surely it'd be a lot of pressure on them to investigate something like this?
I don't even really think we're meant to think about it in this way because in Chapter 2 Toriel seemed pretty attentive. Unless this is deliberate character assassination for no reason, it almost feels like a plothole / writing blunder.

People in general seem to want Ramb to be this big knower when I feel like the entire point of him is that he knows nothing. This man doesn't even know about the Knightspiracy.
