TPMS replacement

Hi all, I have a 2013 Highlander limited. The tpms light flashes every time I start the vehicle. Tire pressure is good. I asked the dealership about it and they quoted me $1200 to replace all of them and relearn to the cars computer. Service advisor said they are only designed to last about 10 years on the battery inside.
Has anyone successfully done this replacement themselves or know if smaller tire shops are capable of doing the relearn that is needed?

I’m understanding that the battery cannot just be replaced in them which seems bonkers. Any advice or experience with this is appreciated.
