Noticed a location i had seen before while watching The Torture club 2014
Police Station batsu game from 2006
Apparently 2013 Earth Defense Force also took place in the same location.
It seems that the location is Fuji Phoenix College, which is a defunct college campus. It is heavily rented out by Japanese production companies as a versatile filming location for schools, hospitals, and government facilities
