Raw unrefrigerated meat selection

Question: has anyone bought meat from the meat section where you tell them how much you want and they scoop it out, weight it, and put it in a container? We just bought pre-marinated bulgogi from h mart from that section but all the meat were in these massive plastic like open bins where they scoop out how much you want and scale it. The plastic bins did not seem to be refrigerated at all and they were open and there were flies flying around them. Now I’m super skeptical to cook the meat because shouldn’t it be refrigerated at least because it’s raw? I’m so confused on how they can just serve you raw unrefrigerated meat but this was also my second time shopping there so maybe I don’t know something. I’m planning on cooking it tonight but am very wary if I should just throw it out.
