General fitness advice for someone who struggles with commitment

I am posting this as a desperate attempt to get back into fitness and find ways to commit and actually see results.

I have gone through many fitness phases in my life and I can never get myself to stay committed despite my best efforts, I have adhd and depression and I imagine the lack of motivation comes from a combination of the two. I don’t know how to make myself commit, it’s easier when I have a friend go with me or someone to hold me accountable but I don’t have access to that right now. This brings me to my first question; What are things that you’ve found helpful in maintaining a healthy routine?

I am also hoping for some tips on exercises and eating. I am a ~5’8 21 year old woman weighing ~150lbs. I want to become leaner with more defined muscle tone and better cardiovascular health (though I historically struggle most with getting myself to do cardio). My main focus to start would be my legs as I find my thighs disproportionate to the rest of my body. I don’t have access to a lot of gym equipment aside from a couple things in my apartments gym area and I generally prefer exercising in private.
When it comes to eating I’m in a tough spot as I am very limited on money and find it hard to get healthy food on a budget. I’d like to try 24 hour fasting once a week but don’t know how effective or detrimental it could be.

If anyone has any exercises, food advice or just general fitness advice that could help me get started on my journey again any help would be greatly appreciated.
