Juniper/Cedar Fungus Guidance

New England zone 6B. It's been a very cold spring (still chilly and warm weather is coming this weekend).

I have a few Taylor Junipers that I noticed this orange fungus on today. It makes a ring around the trunk/stem and there are globs on the branches too. Seemingly Cedar-Apple Rust but I dont see any tentacles or anything but the globs (maybe that.s to come?). Nearby My cedar tree has some browning going on - all of this was not apparent a few days ago so this is all new.

If this is a different kind of fungus please let me know. I love these trees and am willing to do what it takes to keep them alive and hopefully healthy.
