What kind of wasp is this?

Hi! This is the third one of these that has made it into my room since yesterday!! I’ve been trying to photo ID them but no luck. I am in Vermont.

So far I know they might be some kind of solitary wasp? That’s as far as Google image search got me

I was looking through my payment cost breakdown and noticed this Presidential Scholarship. I’m a little confused about it, and googling only lead me to more confusion as the presidential scholarship that comes up seems to be a big deal, but I have no clue what this is. Can anyone help?
