Picking your Grad school

How did you all decide what grad school you wanted to attend for your PHD program? I am at a point in life where I can move anywhere, literally anywhere, and could likely afford any available PHD program. So that's why I can't decide what programs to apply for. I feel like the process for state universities is too long but I have heard that people shouldn't even go to for profits since they are not respected. I just want to know how you all decided on your PHD program, and how was the process? Specifically those in the social work field. For context I have been an MSW for 3 years and I do have a specific research topic I'd like to work on after getting into a program. Also did anyone go for a PHD outside of social work after getting their MSW?
