i need urgent help and advice on how to stop my neighbor from MITM attacking me on a regular basis.

I've known that there was always something wrong with my home internet connection in my apartment. i finally came around to looking at my routers ndp tables and what i found i think pretty much confirmed my suspicions. it showed that my router was in a failed connection state permanently, hell my ndp tables didn't even recognize my own router AS a router. what it showed instead was a different router that was connected but had a completely different mac address that nowhere even remotely resembled my own routers mac. i looked up the mac address of the router i was ACTUALLY connected to and every resource i used stated that the mac address belonged to an apple device, maybe a MacBook. i couldn't make heads or tails of how it happened until i noticed two Wi-Fi direct adapters that were created on my windows pc. i don't use Wi-Fi direct, ever. my theory is, and I'm definitely no tech wiz or anything, that this person has been using his MacBook's hotspot function to jump in and impersonate my router. I've had many problems over this period of time with corrupted files and strange silently installed apps on my pc. I've had to reset it a few times as a result. Can anyone help me understand what's going on and how to stop it? TIA

i live in an apartment with a Verizon ONT already installed in my server/water heater closet. ever since i signed up for Fios, i have been plugging the ONT's ethernet cord directly into the wan port of my ISP provided cr1000a gateway router. i have recently come to believe that i need a modem to connect to the ONT THEN connect the router to the modem for a secure and proper setup. i have had may issues with my router admin password being changed, my WiFi settings being changed but not by me. these incidents i just provided aside, im just looking for help with proper internet setup and equipment. im totally clueless when it comes to this sort of thing. lol
