日本人の方にお聞きしたいです。これは日本では普通なのでしょうか？また、どこに相談すればいいのでしょうか？

義理の弟がネパールの留学エージェントを通して、日本に留学生として来ました。

来日前には「2人部屋の寮」と説明を受けており、すでに約6か月分の寮費も支払っています。

しかし実際に来てみると、

・1つの小さい部屋に4人
・1つのアパート全体で約12人

という状況でした。

本人は、睡眠や勉強がかなりしづらく、生活面でもストレスを感じています。

また、日本語にあまり自信がなく、学校へどう相談すればいいかも分からず悩んでいます。

日本では、このような留学生向けの住環境は普通なのでしょうか？
それとも問題のあるケースでしょうか？

また、このような場合は、
・まず学校へ相談するべきか
・消費者センターなどに相談できるのか
・他に相談先があるのか

日本の方の意見を聞いてみたいです。

もし同じような経験や知識のある方がいれば、アドバイスいただけると助かります。

My brother-in-law recently came to Japan as an international student through a Nepal consultancy.

Before coming, he was told the hostel would be 2 people per room. He already paid around 6 months of hostel fees upfront before arriving in Japan.

But after arriving, the actual situation is very different:

- 4 people are living in one small room

- around 12 people are sharing one apartment/flat

He says it’s difficult to sleep, study, and live comfortably in this environment.

He’s also shy and nervous about speaking Japanese, so he doesn’t know how to properly talk to the school or ask for help.

We’re wondering:

- Is this kind of overcrowded student housing normal in Japan?

- Is there any place to consult about misleading promises by agencies?

- Would talking to the school or calling 188 help?

- Has anyone experienced something similar?

Any advice would be appreciated.
