Prison reform in america will never happen.
The barbaric prison system in america will continue to be barbaric and nothing will be done about it for 2 main reasons. for one since prison is a business and rehabilitation is not profitable, prisoners must be abused, housed in degrading conditions and treated like dogs instead of human beings who made mistakes, don't forget the permanent records slapped on them to prevent them from getting employed and turning their lives around. that design almost guarantees that many people will reoffend and go back in because ya know how else are they gonna profit? and two there's a huge lack of empathy from the public, most are completely fine with the way they are, you can go on any article related to prison and the comments are always like "shouldn't of broke the law" "it's not a 5 star hotel" like these people genuinely believe that beatings, sexual assaults, and risk of death should be apart of a prison sentence then be the same ones acting surprised when they come out worse. attempts at reform get labeled "coddling criminals" and fail. so yeah it will never change, doing so is going to require a cultural change which the chances of that happening in this lifetime is near 0.
