The brutal genetic pill

This is a simple post , likely asked many times before but in any world is it possible for somebody with ”average” genetics to run fast with low calf insertions. People always say “long Achilles = athleticism“ and it sucks cause I’m not a person that has it. Secondly does late stage bone growth around 17-18 help with sprinting naturally? I’m planning on training no matter what but I’m curious of the opinions of others.

I am currently a sopmore in highschool wrapping up this high school track season. The IMPORTANT background info is that I worked for 6 months with a personal coach (NCAA level) getting myself from average to somewhat fast and shaved off 0.6 seconds of my 100m time. I didn't really have a major speed base going into the pre season training and I ended with an 11.91 100m. On top of that I ran a 24.52 200m. With smart training and 10 months of consistent work (May-February), is it possible for me to get my Junior year times down to 11.00-11.1X range & 22.XX. I am 15 turning 16 in a month , as of today.
