With the necessary use of patrol fleets, strike forces etc, there needs to be a better way to simplifying which commander does which as well as their connection. Now you could use theatres but what about areas in which you have different sea regions nearby.

I propse the additional of Admiral of the Fleets (or Grand Admirals or Commander-of-the-Fleet) which acts like the Field Marshal but for navy.

Now I know admirals can have multiple fleets under them already, I use it for patrols and subs, but the addition of a Grand Admiral can help the different missions work easier. Like a speed boost for the strike force to reach the patrol fleet combat if under the same Grand Admiral.
