Problem with law firm communication - possible scam?

Background:

My partner and I have had a long-term long-distance (US-Canada) relationship since 2011. We got married in 2024. Ultimately, he wants to move to Canada to be with me.

The Urgency:

Two weeks ago my husband tried to come back to be with me and was refused entry. He is forbidden from coming back into Canada until he has an application number (AOR?).

Situation:

The law firm we are using is very poor at communication. They have had all of our documents for a month now. When asked several times, they respond saying they're working on putting together the application and will get back to us.

Yesterday, I went to their physical office to find another business there that had never heard of this firm.

Phone calls go nowhere or to an AI that only takes messages. I called and got a person yesterday and left an urgent message. No matter how urgent my messaging is, I get no response.

Google tells me that they're not a scam but are known to be bad communicators. Either way, we need them to submit the application ASAFP.

What are my options for getting this moving?
